A scraper site is a website that scrapes other websites for their content and then spams the search engines to try and get a decent ranking for longtailed searches. Most scrapers sites scrape wikipedia and the top results in the search engines for the keyword they are getting content for. Most of the time the scrapers leave a link back to the website they scraped, but those people are the nice ones :)

Scraper sites is a big time blackhat method. You would need a lot of scraper sites to make any kind of money. But there are some people that make a very good living off of it. The people that make a living off of it do it on a huge scale have upwards of xx,xxx scraper sites.

Scraper sites make their money off of adsense or affiliate links. Most of the time they would use affiliate links, because scraped content is against adsense TOS. However I haven’t heard of that many people getting there accounts terminated from scraped content. Scraper sites could also be used to build links for money making websites.
