A splog (spam+blog) is an automated blog that pulls xml feeds from other legit websites. Splogs use cron jobs that checks the legit blogs RSS feed for new content every 1 minute or so, once it pulls the new content from the rss feed it will ping all the top blog ping sites and fake google, yahoo, and msn into thinking that the splogs content is the real content.

For the most part blackhatters use splogs either to generate revenue with Adsense or affiliate ads. Or they use them to help generate links and spider traffic for their money making websites. You would need a lot of splogs to generate any decent kind of income, and/or to generate links.

You can make your own splog with only wordpress and wordpress-o-matic. Just remember to change your whois info and use a hosting account that isn’t tied in with your money maker websites. Check out this blog post for more info on that.
